Frances Williams is the CEO of S.T.A.R. (Scientific, Technical, and Academic Research) Technologies, LLC, a technical and academic consulting and research firm that provides services to educational, federal, state, and local organizations. Williams previously served as the chief research officer and associate vice president for Research and Sponsored Programs, associate dean in the College of Engineering, and a full professor in electrical and computer engineering at Tennessee State University (TSU).

At S.T.A.R. Technologies, Williams’ professional development and coaching of faculty includes the areas of grant writing and proposal development, research agenda development and scholarly innovations, and commercialization and technology transfer. Her technical research is in the areas of advanced materials and devices, semiconductor manufacturing, and nano- and micro-electromechanical systems processing and devices. Williams received the B.S. and M.S. degrees in electrical engineering from North Carolina Agricultural and Technical State University and a Ph.D. degree in electrical and computer engineering from the Georgia Institute of Technology.
